There are 6 separate structures on the island that require upgrades. It takes 90,700R to 'fully upgrade your hideout' (it is not necessary to upgrade everything at once). After completing Memory 1 of Sequence 4, you'll gain access to your Hideout - located at Great Inagua (845,468) in the Gibara zone, on the east side of the map - along with the ability to upgrade it.
